Requires the Department of Motor Vehicles to include at least one question in at least 20% of driver's license tests on a rotating basis regarding unsafe, unsecured loads.

Questions must verify that applicants understand that driving with unsafe, unsecured loads (such as ladders, buckets, and loose items in pickup trucks) is a violation of law under Sections 23114, 23115, and 24002.

Applicants must also understand that unsafe, unsecured loads create a severe traffic safety hazard for other motorists.

Applies to tests administered pursuant to Sections 12803 or 12814 of the Vehicle Code.
