Establishes the Zero-Emission Assurance Project (ZAP) to provide rebates for replacement of batteries, fuel cells, or related components in eligible used zero- and near-zero emission vehicles, including battery electric, fuel cell, and plug-in hybrid vehicles.

Limits rebates to one per vehicle and requires applicants to have annual household income at or below 80 percent of statewide median income or meet low-income thresholds set by the Department of Housing and Community Development.

Requires eligibility criteria based on vehicle performance factors such as decreased battery capacity, vehicle range, or fuel cell power output.

Directs the State Air Resources Board to coordinate ZAP with the Clean Vehicle Rebate Project, Enhanced Fleet Modernization Program, and Charge Ahead California Initiative, including outreach to low- and moderate-income households and expanded financing options.

Requires the State Air Resources Board to submit a report to the Legislature by January 1, 2024 detailing rebates issued, administrative costs, emissions benefits, and impacts on low-income consumer purchasing decisions; the program becomes inoperative July 31, 2025 and is repealed January 1, 2026.
