AB 1930 Summary

• Implements a unified resource family approval process to replace separate licensing and approval processes for foster family homes, certified family homes, relative caregivers, and adoptive families, effective January 1, 2017.

• Modifies criminal background clearance requirements for foster care placements, allowing emergency placement of children with relatives pending criminal records exemption decisions in certain circumstances.

• Extends deadline for forfeiture of existing foster family home licenses and relative/nonrelative extended family member approvals from December 31, 2019 to December 31, 2020.

• Makes resource family written evaluation reports confidential and restricts dissemination to specified individuals and entities (applicants, county agencies, tribal agencies, foster family agencies, and adoption agencies).

• Expands definition of intensive services foster care resource families to include relative and nonrelative extended family member homes, and allows healthcare professionals to satisfy training hours through their professional licensure requirements.
