Amends Section 42999 of the Public Resources Code to expand eligible uses of Greenhouse Gas Reduction Fund moneys administered by the Department of Resources Recycling and Recovery.

Adds activities that expand and improve waste diversion and recycling as an eligible use, including recovery of food for human consumption and food waste prevention.

Specifies that eligible infrastructure projects now include expansion of facilities for processing recyclable materials and projects to improve the quality of recycled materials.

Maintains existing eligibility for organics composting, organics in-vessel digestion, and recyclable material manufacturing projects.

Approved by Governor September 27, 2018, and filed with Secretary of State the same date.
