Specifies that persons with physical or mental impairments that substantially restrict their ability to carry out normal activities or protect their rights are considered dependent, including those with physical/developmental disabilities or diminished abilities due to age.

Includes inpatients admitted to 24-hour health facilities in the definition of "dependent person" and "dependent adult" across all affected codes.

Applies the clarified dependent person definition to criminal statutes including lewd acts upon dependent persons (Penal Code Section 288) and elder/dependent adult abuse (Penal Code Section 368).

Updates witness examination provisions (Penal Code Section 1336) and adult protective services definitions (Welfare and Institutions Code Section 15610.23) to reflect the revised dependent adult definition.
