Adds supervised tutoring for basic skills and degree-applicable/transfer-level courses to the list of noncredit community college courses eligible for state apportionment funding.

Requires the Board of Governors of the California Community Colleges to adopt regulations authorizing this tutoring by July 31, 2019.

Mandates that regulations ensure community colleges comply with Section 78213 when implementing the supervised tutoring program.

Maintains existing provision that no state apportionment shall be made for any class or course not listed in the eligible noncredit courses and for which no credit is given.
