Expands payroll deduction authorization from state employees to include employees of counties, cities, University of California Regents, Judicial Council, transit districts, and other public authorities.

Requires public employers to honor employee organization requests for payroll deductions of membership dues and other services, programs, or committees sponsored by the organization.

Prohibits requiring employee organizations to submit individual employee authorization copies unless a dispute arises about the authorization's existence or terms.

Authorizes public employers to charge employee organizations reasonable one-time startup costs for implementing deductions, with ongoing cost recovery limited to agreements predating January 1, 2019.

Directs employee requests to cancel or change payroll deductions to the employee organization rather than the employer, with the organization required to indemnify the employer for claims arising from reliance on the organization's information about authorization compliance.
