Permits manufactured home/mobilehome owners in converting parks to comply with property ownership requirements by demonstrating resident ownership in the mobilehome park rather than holding title to real property.

Applies to mobilehome parks that have been operated as rental parks for a minimum of five years and are being converted to resident-owned projects.

Declares the act an urgency statute effective immediately to address gaps in law preventing 75 homeowners displaced by the Lilac Fire and other natural disasters from securing affordable financing to rebuild homes.

Specifies that no state reimbursement is required because costs to local agencies result from changes to criminal penalties under existing law.
