Allows local educational agencies to administer a nationally recognized high school assessment in lieu of the California Assessment of Student Performance and Progress (CAASPP) for grade 11, beginning in the 2020–21 school year, if approved by the agency's governing board at a public meeting.

Requires approved alternative assessments to align with state academic content standards, be at least as rigorous as CAASPP, provide appropriate accommodations for English learners and students with disabilities, and produce disaggregated scores by English proficiency, gender, ethnicity, socioeconomic status, foster care status, and special education designation.

Requires the Superintendent of Public Instruction to automatically approve nationally recognized assessments that have been approved by other states adopting Common Core State Standards and meet federal requirements under the Elementary and Secondary Education Act.

Requires the Superintendent to apportion funding to local agencies administering alternative assessments at the lesser of the actual cost or the amount that would have been provided for the CAASPP.

Makes these provisions inoperative five years after the first school year a local agency exercises this authority, with the Superintendent required to notify the Legislative Counsel and post the determination online when this condition is met.
