Requires the State Department of Social Services (as lead agency), Department of Public Health, Department of Education, and Department of Food and Agriculture to jointly develop a comprehensive plan to end hunger by January 1, 2020.

Plan must identify food deserts, barriers to retail development, infrastructure needs for food hubs, and recommendations for improving food access across California communities.

Establishes a $11,500,000 budget (contingent on appropriation) for the Department of Food and Agriculture to support local food hub efforts, prioritizing regional planning models between rural and urban areas.

Requires development of plans by July 1, 2019 to expand EBT card use at farmers' markets, retailers in food deserts, and on University of California, California State University, and California Community Colleges campuses.

Directs development of a statewide universal school feeding program plan by July 1, 2019, prioritizing schools serving the neediest populations and including a summer lunch EBT program for children in food deserts.
