Authorizes counties to communicate with applicants and recipients of CalWORKs, CalFresh, and CAPI benefits via computer-generated text messages, if within county capacity.

Requires notices of action sent by text message to use a secure online portal link rather than including case-identifying information directly in the message.

Prohibits text messages from including both first and last names of applicants or recipients, allowing only one or the other.

Mandates all electronic technology comply with state information technology policy, Section 508 of the federal Rehabilitation Act, the Americans with Disabilities Act, and federal law regarding text messaging (47 U.S.C. Section 227).

Requires the State Department of Social Services to implement the bill through an all-county letter by July 1, 2019, developed in consultation with client advocates, county agencies, and eligibility workers.
