Amends Section 39712 of the Health and Safety Code to expand authorized uses of the Greenhouse Gas Reduction Fund for water-related infrastructure investments.

Authorizes fund moneys for electric pump efficiency, water and wastewater systems, pump and pump motor efficiency improvements, and drinking water transmission and distribution systems' water loss reduction.

Maintains requirement that all fund allocations must further the regulatory purposes of the California Global Warming Solutions Act of 2006 and be consistent with law.

Fund investments must maximize economic, environmental, and public health benefits while directing investments toward disadvantaged communities and fostering job creation in California.
