Expands the definition of "foster youth" under the local control funding formula to include dependent children of tribal courts, effective no later than the 2020-21 fiscal year, provided the child would meet criteria under state Welfare and Institutions Code Section 300.

Requires county superintendents, school districts, and charter schools to include tribal court-dependent children in funding calculations and data reporting for supplemental and concentration grants based on unduplicated pupil percentages.

Exempts the State Department of Social Services from collecting or sharing information about dependent children of tribal courts, as these cases fall outside the state juvenile court system.

Designates the bill as imposing a state-mandated local program, with reimbursement for complying costs to be made through existing statutory procedures if the Commission on State Mandates determines costs are incurred.
