Establishes a pilot program in Riverside County to purchase zero-emission vans for Corona Regional Medical Center to transport low-income and disabled patients and provide transportation for low-income senior citizens in the City of Eastvale.

Defines "innovative low-carbon fuel" as renewable fuel from eligible resources with consumption not exceeding 30 million gallons annually and carbon intensity at least 60 percent lower than petroleum-based fuel baseline values.

Declares that special statutes are necessary for the disadvantaged communities in San Diego and Riverside counties due to their unique needs and historical burden from air pollution.
