Requires California Environmental Protection Agency to coordinate with the Department of Resources Recycling and Recovery, State Water Resources Control Board, State Air Resources Board, Department of Food and Agriculture, and Department of Forestry and Fire Protection to develop policies promoting organic waste composting and compost use to divert waste from landfills.

Establishes goal of reducing at least 5 million metric tons of greenhouse gas emissions per year through compost development and application on working lands including agricultural land, forestry land, and rangeland.

Requires agencies to assess progress toward organic waste processing infrastructure goals, meet quarterly with stakeholders, hold annual public workshops, and develop recommendations for promoting compost infrastructure statewide.

Directs agencies to promote watershed health, reduce fire risk, and support postfire recovery through woody biomass management, onsite wood chip application, and compost use to restore fire-damaged land.

Extends the repeal date of these provisions from January 1, 2021 to January 1, 2026.
