Exempts advertising displays in two specific geographic areas of the City of Artesia adjacent to State Highway Route 91 from most provisions of the Outdoor Advertising Act, provided conditions are met.

Requires displays to be authorized by a City of Artesia ordinance that establishes minimum regulations for sign count, individual sign area, sign separation, illumination restrictions, and hours of operation.

Prohibits displays from advertising tobacco, firearms, or sexually explicit material; restricts advertising to products, goods, services, or businesses made, sold, or located in the City of Artesia.

Requires at least 500 feet spacing between displays on the same side of the freeway and mandates the Department of Transportation verify the display will not reduce federal highway funding or violate federal law before placement.

Makes the City of Artesia primarily responsible for ensuring compliance with ordinance requirements; requires the city to indemnify the Department of Transportation if it fails to maintain conformance after 30 days of written notice.
