Requires governing boards of school districts, county boards of education, and charter school governing bodies to contract with local law enforcement for a full security assessment of all school facilities and emergency practices before the 2019-20 school year.

Authorizes these governing bodies to elect not to disclose the contents of the security assessment in consultation with law enforcement.

Permits governing boards and county boards to review and accept security assessments in closed sessions with law enforcement pursuant to Government Code Section 54957, with votes on acceptance announced in open session.

Classifies the requirement as a state-mandated local program, with reimbursement to local agencies and school districts to be made pursuant to Government Code Part 7 if the Commission on State Mandates determines costs are mandated by the state.
