Expands the Alcoholic Beverage Control Act to allow craft distillers to donate or sell distilled spirits to nonprofit organizations at prices other than those filed with the Department of Alcoholic Beverage Control.

Permits licensees authorized to donate or sell alcoholic beverages to provide services and assistance to nonprofit organizations in connection with events conducted under temporary licenses issued by the department.

Prohibits nonprofit organizations that purchase or receive donated alcoholic beverages and also hold a permanent retail license from using those beverages in their retail operations.

Incorporates amendments proposed by SB 1164 to Section 25503.9 if both bills are enacted and AB 1986 is signed last.

Waives state reimbursement requirements for local agencies under Article XIII B of the California Constitution, as the costs arise from changes to criminal definitions and penalties.
