Establishes the California Integrated Community Living Program within the State Department of Developmental Services to provide deferred payment loans for permanent supportive housing for individuals with intellectual and developmental disabilities who are regional center clients.

Creates the Integrated Community Living Program Fund, continuously appropriated to the department, funded by revenues from sale, lease, or other agreements involving state developmental center properties (excluding Harbor Village and Shannon's Mountain projects) plus legislative appropriations and grants.

Requires the Department of Housing and Community Development to develop a competitive application process awarding funding for housing loans, with priority for low-income housing tax credit projects and creative supportive housing options like small multifamily units and modular construction.

Mandates adoption of income and rent standards for funded housing based on federal Supplemental Security Income levels and development of community integration criteria to limit the percentage of units reserved exclusively for persons with disabilities in low-income housing tax credit projects.

Limits administrative costs to no more than 5 percent of fund moneys and prohibits use of funds to supplant or backfill existing program budgets in either department.
