Reduces the timeline for forwarding sex offender change of address information from Department of Corrections and Rehabilitation facilities and state mental institutions from 90 days to 15 working days of both receipt and release.

Extends the 15 working day forwarding requirement to officials at county or local custodial facilities that receive or release sex offender registrants.

Requires that when a person is admitted to a facility, officials need not provide a physical address but must indicate the person is serving incarceration or commitment under the agency's jurisdiction.

Applies to persons received in facilities on or after January 1, 1999.

Establishes that if the Commission on State Mandates determines this bill creates state-mandated costs, reimbursement shall be made pursuant to existing statutory procedures under Government Code Part 7.
