Authorizes county service areas, cities, municipal utility districts, public utility districts, and community services districts to acquire, construct, improve, maintain, and operate broadband Internet access services.

Establishes net neutrality requirements for local agencies providing broadband services, prohibiting blocking of lawful content, degradation of lawful traffic, paid prioritization, and unreasonable interference with end user access or edge provider capabilities, except for reasonable network management.

Allows infrastructure financing districts and enhanced infrastructure financing districts to finance broadband projects and transfer management and operation to authorized local agencies, which must comply with net neutrality standards.

Removes the requirement that community services districts must first determine that private providers are unwilling or unable to provide broadband before the district can construct and operate broadband facilities; allows districts to transfer or lease facilities to private entities.

Defines "broadband Internet access service," "edge provider," "paid prioritization," and other key terms; applies net neutrality requirements through new Article 12 (Section 53167 et seq.) of the Government Code.
