Requires contractors to conduct at least six site visits annually to each affiliated provider and offer at least 12 hours of annual training and technical assistance to providers.

Requires developmental profiles for each child to be completed based on both the child development specialist's assessment and the provider's observations, utilizing the developmental portfolio.

Allows providers to adopt curriculum of their choosing appropriate for their age range, with contractors able to limit acceptable curricula to at least three options, including provider-developed curricula if appropriate.
