Authorizes police and sheriff's departments to forward substantiated child abuse or severe neglect reports to the Department of Justice for inclusion in the Child Abuse Central Index (CACI) for incidents reported on or after January 1, 2019, reversing a prior prohibition.

Requires police and sheriff's departments that submit reports to comply with all requirements applied to other reporting agencies and adopt notification and grievance procedures consistent with state Department of Social Services regulations.

Mandates that agencies notify individuals listed in the CACI in writing that they have been reported and provides those individuals the right to a hearing to challenge their listing, subject to court proceedings exceptions.

Establishes removal procedures for CACI listings, including automatic removal for individuals who reach 100 years of age and 10-year removal for those listed as minors with no subsequent listings.

Clarifies that the Department of Justice maintains the CACI as a repository while submitting agencies remain responsible for accuracy, completeness, and retention of investigative reports.
