Requires agricultural vanpool programs, including the state board's agricultural worker vanpools pilot project, to serve disadvantaged and low-income communities as defined in the Health and Safety Code.

Mandates a minimum of 25% of appropriated funds for agricultural vanpool programs be allocated to programs servicing low-income communities.

Establishes the Charge Ahead California Initiative with goals to place 1,000,000 zero-emission and near-zero-emission vehicles in service by January 1, 2023, and increase access to these vehicles in disadvantaged, low-income, and moderate-income communities.

Requires the State Air Resources Board to develop and update funding plans for zero-emission and near-zero-emission vehicle programs in consultation with the State Energy Resources Conservation and Development Commission, air districts, and the public.

Authorizes programs including financing mechanisms, car sharing services, charging infrastructure in multiunit dwellings, and vehicle replacement incentives to increase electric transportation access for low-income and disadvantaged communities.
