Prohibits public employers from deterring or discouraging public employees and prospective public employees from becoming or remaining members of an employee organization.

Expands definition of "prospective public employee" to include applicants for public employment and individuals attending orientation to become in-home supportive services providers.

Includes employees of public transit agencies whose labor relations are regulated by the Public Utilities Code in the definition of "public employee."

Applies protections to excluded supervisory employees and judicial council employees under the definition of "public employer."

Grants the Public Employment Relations Board jurisdiction over violations of these provisions.
