Board of directors must maintain an Internet website listing the adopted budget, current board members, public meeting information, grant recipients, audits, financial reports, and the district's grant funding policy.

Districts must adopt annual policies for providing assistance or grant funding that include a nexus to health care, a spending compliance process, a distribution plan, an application review process, and prohibit individual meetings between applicants and board members outside the established process.

Beginning January 1, 2020, grant funding policies must include guidelines for awarding grants to underserved individuals and communities, evaluating financial need, considering program types, and addressing sponsorships and foundation funding.

Districts using design-build contracts for housing construction must ensure at least 20% of residential units are affordable to lower, very low, and extremely low income households for at least 55 years, unless local ordinance requires more or construction is for workforce housing, health facilities, or retirement facilities.

Board of directors must notify the local agency formation commission within 10 business days of filing a federal bankruptcy petition.
