Authorizes state temporary event licenses for cannabis sales and consumption at county fairs, district agricultural association events, or other venues expressly approved by local jurisdictions for temporary events.

Requires all participants engaged in onsite retail cannabis sales at approved events to be licensed under state cannabis regulations.

Mandates applicants submit a list of all licensed retailers or microbusinesses participating in the event to the Bureau of Cannabis Control 60 days before the event, with updates required if changes occur.

Authorizes the bureau to impose civil penalties up to three times the license fee for violations and to immediately shut down events if necessary to protect public health and safety, with no right to hearing or appeal for cease operations orders.

Prohibits smoking of cannabis products at temporary events in locations where smoking is otherwise prohibited by law.
