Requires the California Department of Corrections and Rehabilitation (CDCR) to conduct security inspections and audits of each prison and inmate facility at regular intervals determined by the department.

Mandates that inspections and audits cover inmate counts, movement, searches, visiting, mail, transportation, key control, tool control, facility access, and armory equipment.

Requires the CDCR to prepare a summary within 120 days of each inspection detailing findings, deficiencies, and a prioritized remediation plan, with reasonable steps taken to address deficiencies based on available resources.

Requires the CDCR to prepare an annual confidential report by March 1, 2020 and each year thereafter detailing security deficiencies and remediation plans, accessible only to the President pro Tempore, Speaker of the Assembly, and authorized legislative members.

Makes information about the location, nature, and details of identified security deficiencies confidential and exempt from California Public Records Act and Legislative Open Records Act disclosure requirements.
