Extends indefinitely the prequalification requirements for school district construction contracts involving $1 million or more in funding from state school bonds or the Leroy F. Greene School Facilities Act.

Requires prospective bidders to submit a standardized prequalification questionnaire and financial statement under oath before bidding on qualifying school facility projects.

Eliminates the requirement for the Director of Industrial Relations to submit a report to the Legislature on whether Labor Code violations have decreased on school district projects.

Removes the January 1, 2019 sunset date and July 1, 2019 repeal date that were previously set to expire these provisions.

Clarifies that no state reimbursement is required because costs result from creation of perjury as an applicable crime under existing law.
