Requires businesses and establishments operating intercity passenger rail, light rail, or bus stations to provide at least 20 minutes of human trafficking awareness training to new and existing employees by January 1, 2021.

Training must cover the definition of human trafficking, myths and misconceptions, physical and mental signs of trafficking, identification of at-risk individuals, reporting procedures, and on-the-job protocols.

Employees may use national hotlines (1-888-373-7888 and text 233733) or local law enforcement to report suspected human trafficking; failure to report shall not create liability for the business or establishment.

Maintains existing civil penalties of $500 for first offense and $1,000 for subsequent offenses for non-compliance with human trafficking notice posting requirements.

Authorizes reimbursement to local agencies for state-mandated costs under Government Code Part 7 if determined by the Commission on State Mandates.
