Transfers authority to plan and install a bust of Mervyn M. Dymally in the State Capitol Building Annex from the Mervyn Dymally Memorial Capitol Foundation to the Mervyn M. Dymally African American Political and Economic Institute.

Requires the Department of General Services to review design plans, ensure ADA compliance, verify California Environmental Quality Act compliance, and inspect construction of the bust in consultation with the institute.

Mandates that the institute establish a maintenance agreement with the state and fund planning and maintenance exclusively through private donations.

Prohibits installation of the bust until the Joint Committee on Rules and Department of Finance confirm sufficient private funding exists and the Joint Committee on Rules approves the bust plan.

Requires both the Department of General Services and the institute to approve all aspects of the bust installation.
