Adds geographic location to the list of factors (alongside ethnicity, gender, disability, and socioeconomic status) that community colleges must consider when implementing academic and progress standards for fee waivers to prevent disproportionate impact on students.

Requires the Office of the Chancellor of the California Community Colleges to review each district's due process procedures for appealing fee waiver loss and comment on them for general consistency.

Mandates that each community college district examine the impact of academic and progress standards at least once every three years and, if disproportionate effects are found, include corrective steps in a student equity plan.

Provides that if the Commission on State Mandates determines the bill creates state-mandated costs, reimbursement shall be made pursuant to existing statutory procedures.
