Authorizes (rather than requires) unexpended appropriated funds not allocated to district attorneys to be applied to the next fiscal year's minimum funding requirement of $3,000,000 or, subject to legislative appropriation, used to augment funding in the following fiscal year.

Deletes obsolete provisions requiring the California State Auditor's Office to evaluate and report on the effectiveness of workers' compensation fraud detection, investigation, and prosecution efforts.

Requires authorized governmental agencies that receive workers' compensation fraud investigation information to release it upon request to other authorized agencies unless it would violate federal law or compromise an investigation.

Requires authorized governmental agencies seeking to disclose Employment Development Department information to non-authorized governmental agencies to obtain Employment Development Department approval prior to disclosure.
