Makes it illegal for any person or entity to engage in for-profit activities related to reserving overnight accommodations in state parks without permission from the Department of Parks and Recreation or the park operator.

Violators may be charged with a misdemeanor punishable by up to 90 days in county jail and/or a fine up to $1,000, or an infraction punishable by a fine up to $1,000 per violation.

Allows individuals to transfer or resell reservations at purchase price or receive refunds for reservations made in good faith in accordance with departmental guidelines.

Directs the Department of Parks and Recreation to consult with public and private sector experts on enforcing this provision and provide annual implementation updates to the Legislature.

Takes effect immediately as an urgency statute to protect state park units from disruptive uses.
