Authorizes the Department of Housing and Community Development to make loans from the Mobilehome Park Rehabilitation and Purchase Fund to acquire or rehabilitate mobilehome parks where at least 30% of residents at loan application are low-income.

For loans issued on or after January 1, 2019, requires loan repayments to be deferred for the full term of the loan with principal and accumulated interest due upon completion, and charges a transaction fee to cover processing costs.

Creates new authority to make development loans for acquisition and construction of new mobilehome parks to replace parks destroyed by natural disasters, located within 20 miles of the destroyed park, with at least 50% of spaces restricted to households earning not more than 50% of area median income.

Authorizes loans or grants to resident organizations, nonprofit housing sponsors, or local public entities to assist lower-income homeowners with mobilehome repairs, accessibility upgrades, and replacements.

Requires displaced low-income residents from disaster-destroyed parks to receive right of first refusal for at least 180 days to occupy spaces in replacement parks at terms equivalent to those in the destroyed park.
