Allows near-zero-emission and zero-emission vehicles to exceed weight limits on the power unit by up to 2,000 pounds, to account for the extra weight of alternative powertrains.

Increases the weight limit for near-zero-emission and zero-emission vehicles from 80,000 pounds to 82,000 pounds when weighed at loading sites before entering a highway.

Defines near-zero-emission and zero-emission vehicles according to Health and Safety Code Section 44258.

Authorizes the University of California Institute of Transportation Studies to conduct studies quantifying greenhouse gas emission reductions and infrastructure damage from overweight alternative fuel trucks.

Changes apply only to the extent expressly authorized by federal law.
