Requires the Public Utilities Commission to direct all electrical and gas corporations to evaluate the feasibility and economic impacts of establishing discounted electric and gas rates for public schools by January 1, 2020.

Reports must include commercial rate increases affecting schools in the past five years, economic impacts to all ratepayers, effects of planned rate design modifications, and any cost shifts to other consumers.

The Public Utilities Commission must compile all corporate reports and submit the compilation to the Legislature by January 1, 2020.

Defines "public school" as any public school including charter schools maintaining kindergarten or grades 1-12.

No state reimbursement is required because the bill creates new crimes related to violations of commission directives.
