Authorizes California State University, Fresno, to award doctor of medicine degrees to address physician shortages in the Central Valley region.

Requires the CSU doctor of medicine degree to be distinguished from University of California medical programs and focused on preparing physicians to close health care gaps through community collaboration.

Mandates student fees in the program be no higher than rates charged for state-supported medical programs at the University of California.

Requires startup funding come from existing CSU academic program budgets without reducing undergraduate enrollment or program quality.

Establishes that the California Postsecondary Education Commission retains authority to review and evaluate the program.
