Requires local agencies to deem a property owner-occupied for accessory dwelling unit (ADU) purposes if the property is owned by a trust with at least one disabled beneficiary who occupies the primary residence or ADU.

Applies the same trust-based owner-occupancy provision to junior accessory dwelling units (JADUs), allowing disabled beneficiaries to satisfy owner-occupancy requirements.

Removes provisions that would have created immunity for the City of Los Angeles from liability related to utility systems in ADUs constructed before January 1, 2018.

Maintains existing ministerial approval processes for ADUs within single-family zones and JADUs, without discretionary review.

Clarifies that local agencies can require owner-occupancy for either the primary residence or ADU, but must recognize trust ownership when a person with a disability occupies the unit.
