Requires the State Water Resources Control Board to establish and maintain a dedicated research program on constituents of emerging concern (CECs) in water sources, to the extent funds are available.

Program must measure occurrences of CECs in drinking water sources, recycled water, ambient water types, sediments, and organisms using indicators identified by the Science Advisory Panel.

Directs development of new monitoring approaches for CECs including nontargeted analytical methods, bioanalytical screening tools, and whole organism toxicity tests to improve detection and reduce monitoring costs.

Requires creation and maintenance of a list of target constituents of emerging concern, indicators, and surrogate constituents to monitor, including ranking protocols based on environmental half-life and bioaccumulation factors.

Mandates public participation opportunities through stakeholder meetings and workshops to gather information and feedback for program development and implementation.
