Establishes a prima facie case standard allowing injured parties to prove a lead paint pigment manufacturer caused injury by showing the manufacturer sold, distributed, or promoted in California the type of lead paint pigment that caused the injury.

Shifts burden of proof to the lead paint pigment manufacturer to demonstrate it did not sell, distribute, or promote the lead paint pigment that caused the injury during the relevant time period or geographical market.

Makes each lead paint pigment manufacturer jointly and severally liable when multiple manufacturers are found liable for injuries caused by lead-based paint.

Declares findings that lead-based paint is the source of approximately 70 percent of childhood lead exposure in the United States, tens of thousands of California children suffer irreversible health harms annually from lead exposure, and injured children cannot typically identify the specific manufacturer due to time passage and lost records.

Makes all provisions of the bill expressly retroactive and declares provisions severable.
