Expands sexual battery laws to include professionals with access to a person's body who touch intimate parts against the victim's will for sexual purposes, with penalties of up to 4 years in state prison or $10,000 fine.

Adds new category to rape, sodomy, oral copulation, and sexual penetration crimes when perpetrated by professionals providing services that entail body access, with 3, 6, or 8 year state prison sentences.

Clarifies that fraudulent representation of sexual acts as "professional services" constitutes rape, sodomy, oral copulation, or sexual penetration with 3, 6, or 8 year penalties.

Creates state-mandated local program with no state reimbursement required under California Constitution provisions for crimes that change definitions or penalties.

Coordinates with SB 1494 regarding oral copulation statute amendments, with Section 4.5 operative only if both bills are enacted and become effective by January 1, 2019.
