Amends Penal Code Section 13152 to clarify that detention agencies must report both admissions and releases from detention facilities to the Department of Justice within 30 days of each action.

Requires criminal justice agencies to compile and maintain records about criminal offenders, including arrests, charges, sentencing, incarceration, and release information.

Designates the bill as imposing a state-mandated local program by increasing duties on local detention facilities.

Provides that if the Commission on State Mandates determines the bill creates mandated costs, reimbursement to local agencies and school districts shall be made pursuant to Government Code Part 7 (commencing with Section 17500).
