Establishes the Modernizing Government Technology Act of 2018 requiring each state agency, including the Legislature, to establish technology modernization goals by January 1, 2020 in consultation with the Department of Technology.

Modernization goals must address objectives including flexible workplaces, efficient processes, cost savings, reduced carbon emissions, enhanced public information transparency, improved cybersecurity, and adoption of cloud computing and innovative technologies.

Requires state agencies to modernize information technology systems and adopt technologies that improve operational efficiency.

Mandates each agency create an implementation and cost assessment plan after establishing modernization goals.

Defines "state agency" to include every state office, department, division, bureau, board, commission, and the Legislature.
