Amends Elections Code Section 10703 to allow special elections for congressional and legislative vacancies to be consolidated with any regularly scheduled election within 180 days of the Governor's proclamation, rather than requiring a specific 126-140 day window.

Permits consolidation with statewide or local elections occurring wholly or partially within the same territory as the vacancy, provided at least 50 percent of local election voters are eligible to vote on the vacancy.

Allows special elections to be conducted as all-mailed ballot elections under Section 4000.5, with this provision set to expire January 1, 2020 unless extended by later legislation.

Maintains existing prohibition on conducting special or primary elections on the day after a state holiday.
