Requires California State University, community college districts, and qualifying independent institutions to adopt policies protecting students, faculty, and staff from immigration enforcement actions, with University of California regents requested to comply

Prohibits disclosure of personal information except with consent, under privacy law, for program purposes, in non-identifying directories, or in response to judicial warrants, court orders, or subpoenas

Requires institutions to limit access to nonpublic campus areas by immigration officers to cases with judicial warrants, excluding legitimate international student programs and employment verification activities

Mandates institutions designate a staff contact point, maintain free legal services provider lists for students, adopt the Attorney General's model immigration enforcement policy by March 1, 2019, and provide quarterly information to students and staff about immigration rights

Requires institutions to make reasonable efforts to help undocumented students retain financial aid, housing, and other benefits if they are detained or deported, and to permit reenrollment when they return
