Extends indefinitely the California Victim Compensation Board's authorization to reimburse outpatient mental health counseling and violence peer counseling services for crime victims (previously set to expire January 1, 2019).

Increases reimbursement rates for peer counseling services provided by rape crisis centers or violence peer counseling organizations to at least one-half the rate paid for mental health intern counseling, and extends in-person counseling coverage from 10 weeks to 20 weeks plus one series of facilitated support group sessions.

Removes requirement that violence peer counselors must have previously been mental health services consumers and eliminates requirement that supervising licensed mental health professionals be employed by the same organization as the peer counselor.

Allows crime victims convicted of violent felonies to receive reimbursement for mental health treatment and violence peer counseling services before completing parole, postrelease community supervision, or mandatory supervision (subject to board approval based on their involvement in the crime).

Makes appropriations to continuously fund these expanded victim compensation services.
