Requires the Emergency Medical Services Authority to establish training standards and licensing reciprocity procedures for out-of-state paramedic personnel

Applies to paramedics requested through the California Disaster and Civil Defense Master Mutual Aid Agreement to provide aid during a declared state of emergency

Authorizes out-of-state paramedics to render aid on a temporary basis under the California Emergency Services Act

Adds Section 1797.119 to the Health and Safety Code
