Requires pupils with temporary disabilities to receive either individual instruction at home from their resident school district or instruction in a hospital/residential health facility from that facility's school district, rather than solely from the home district.

Authorizes school districts and charter schools to continue enrolling pupils with temporary disabilities receiving hospital-based instruction to facilitate smooth reentry to their prior school or to provide partial-week instruction if the pupil is well enough.

Requires pupils receiving individual instruction who recover to be allowed to return to their previous school during the same school year, and entitles pupils in partial-week hospital instruction to attend their home district school on non-instruction days if able.

Mandates that home-based individual instruction commence within five working days of a school district's determination that a pupil requires it, and requires supervisors of attendance to excuse absences from regular school during the individual instruction period.

Expands honorary high school diploma authority to allow school district governing boards, county offices of education, and charter school governing bodies to award honorary diplomas to terminally ill pupils, in addition to existing authority for foreign exchange students.
