Enacts the Modernizing Government Technology Act of 2018, requiring the Department of Motor Vehicles to establish modernization goals by January 1, 2020, in consultation with the Department of Technology.

Requires modernization goals to address information technology system improvements and technologies that enhance department efficiency, while achieving objectives such as cost savings, reduced carbon emissions, and increased cybersecurity.

Mandates the Department of Motor Vehicles to create an implementation and cost assessment plan for achieving modernization goals and post it on the department's website and provide it to the Legislature by January 1, 2020.

Establishes objectives including creating a flexible workplace, establishing streamlined processes, enhancing public information transparency, and encouraging use of cloud computing and innovative platforms.
